Multi-Barrier Water Treatment for Rural Queensland Communities

Central Highlands Regional Council required treatment upgrades at its Dingo and Duaringa Water Treatment Plants to strengthen pathogen protection, improve disinfection reliability and address seasonal taste and odour challenges.

FILTEC delivered a coordinated package of ultrafiltration, gas chlorination and powdered activated carbon dosing upgrades. The result is a modern multi-barrier treatment solution providing improved water quality, operational confidence and compliance assurance for both communities.

The Challenge

Improving Disinfection Reliability and Water Quality

Both rural Queensland plants required upgrades to improve water quality and strengthen compliance with drinking water guidelines. Duaringa required an additional pathogen barrier downstream of clarification, while both sites needed new gas chlorination systems to provide consistent chlorine residual control. Key requirements included:

  • Pathogen protection

  • Consistent chlorine residuals

  • Taste and odour control

  • Simple operation for remote sites

  • ADWG compliance

The upgrades needed to improve treatment resilience while remaining easy to operate.

The Solution

Duaringa – Ultrafiltration, Chlorination and PAC Upgrades

FILTEC designed and supplied a containerised FILTEC Guardian ultrafiltration system for Duaringa, providing a membrane barrier downstream of the existing clarifier. The treatment package incorporated:

  • FILTEC Guardian UF system

  • 20 Memcor L40N modules

  • Wallace & Tiernan chlorination

  • DEPOLOX residual control

  • PAC dosing system

Designed for 15.2 L/s, the plant operates at a conservative membrane flux to maximise membrane life. Automated backwashing and periodic chemical cleaning support reliable pathogen removal and stable operation.

Dingo – Modernised Gas Chlorination System

FILTEC upgraded Dingo with a Wallace & Tiernan gas chlorination system designed to maintain consistent residual control. The installation included:

  • Wallace & Tiernan S10K system

  • Dual 70 kg cylinders

  • Automatic switchover

  • DEPOLOX control

  • SCADA alarm integration

Automated dosing control improves disinfection performance, while integrated monitoring and alarms provide operators with greater visibility and confidence.

Integrated Safety Systems and Commissioning

Safety and operational reliability were incorporated throughout both upgrade packages. Systems were factory-tested and pre-wired prior to delivery, simplifying installation and reducing commissioning risk. The scope included:

  • Chlorine gas detection

  • Automatic cylinder shut-off

  • Factory acceptance testing

  • Control verification

  • Commissioning

Testing verified treatment performance, control functionality and safety system operation before handover.
